Tighter and more compact formulation of unit commitment equations

The aim is to speed up integer decisions using state-of-the-art UC formulations

  • good source is http://www.optimization-online.org/DB_HTML/2018/11/6930.html and related work
  • Covers e.g. unit state (on/off/start) variables, start costs, ramps, piecewise linear production costs
  • We should identify which formulations we are using and how to change to a better configuration
  • We should aim to make the configurations selectable (even so that different units can use different formulations as currently, but expanded)

Would partially address #13.
