Inertia from aggregated units

When testing the inertia constraint (q_inertiaMin) the inertia dispatched was coming out low. It seems that the inertia being provided by the hydro units is scaled by the the number of units (these units are all aggregated). We can get the correct answer by dividing v-gen by the number of units but I'm not sure how this problem is occurring and if there is a problem with the unit aggregation.
