Clarification of reserve provision capabilities

It is possible to set limits to reserve provision capabilities of units (p_nuReserves(node, unit, restype, up_down)). However, it seems that these limits are only applied to the installed capacity of the unit and not to the on-line capacity of the unit. This can cause unrealistic reserve provision if the number of sub-units is >1. The total output+reserve provision is still (correctly) limited by the maximum online capacity.
