Use currentForecastLength in calculation of df_central

Erkka Rinne requested to merge fix__df_central into dev

According to @nhniina, the calculation of parameter df_central in file 3c_periodicLoop.gms is buggy if using 't_forecastLengthDecreasesFrom'. I replaced mSettings(mSolve, 't_forecastLengthUnchanging') with the above calculated currentForecastLength in this. I hope this how it’s intended. Any comments @juha_k?
