Allow perfect foresight beyond realization horizon

New model setting t_perfectForesight gives number of time steps after t_jump where realization foreast is used. This allows perfect foresight beyond t_jump. Also a test is included in inc/3a_periodicInit.gms to make sure t_jump + t_perfectForesight < t_forecastLength holds. Could you review, @juha_k and @Tasku?
