Checks for reserves

If reserves are updated (update_frequency) more often than t_jump, then the model will not fix all time steps. I.e. update_frequency >= t_jump. This should be checked. However, investment models and perfect foresight models do not need to use gate_closures and update_frequency. Exception should be allowed (when there is only f00 forecast?). -
Related: update_frequency should be integer multiple of t_jump (Maybe enough, if zero is allowed) -
Reserves are fixed based on gate_closure and update_frequency. If the interval length at the time of fixing reserve variables is larger than the interval length in the 'real time' solve, then all time periods will not have their reserve variables fixed. Hence, this should not be allowed. (Another option would be to copy variable fixed values from the time period that presents non-fixed time periods, but this is probably a marginal use case and not worthwhile) -
Reserve horizon should be >= gate_closure + update_frequency. Otherwise there are no variables to fix.
