3b_inputsLoop.gms doesn't work as intended.

The current implementation of "3b_inputsLoop.gms" uses the 'execute_load' command to refresh the desired data. However, it seems that the 'execute load' command replaces all data in the loaded set/parameter. This erases any long-term data that might be required to cover for the entire modeling horizon, potentially resulting in erronous model behaviour.
